Some sites offer a service with a fee that will place the resume over other applicants giving that person more priority but even that is a not a guarantee that one will get the job.

You can also check the websites of companies that usually have a section on careers to see what openings are available. You simply have to go through the process of giving certain information and uploading your resume.
